In 1997, both international representation was in the Super League competition. Both the New Zealand and Great Britain rugby league governing bodies were aligned with the rebel competition, however, the Australian test team still played under the Australian Rugby League (ARL), and therefore only players in the other competition that year, the ARL-run Optus Cup were eligible for selection. The Australian Rugby League (ARL) does not recognise the internationals as test matches, although it is recognised by the Rugby League International Federation. Therefore, both Craig Gower and Ryan Girdler "officially" made their Australian debuts when both selected in 1999, and Matt Adamson makes no appearance in the numbers list.

In accordance with the rules of the Rugby League International Federation, a player is eligible to play an international match for the country in which he was born, or for the country in which either of his parents or any of his grandparents was born. That is why a number of players listed above have played for either Australia or New Zealand as well as a second country. Ben Murdoch-Masila and Sione Katoa, at the time of selection, had not played NRL that season, but were still contracted at the Panthers and playing in the second tier NSW Cup.

Before 1980, all Penrith players represented New South Wales (NSW), even if they were born in Queensland, as it was based on residency. From 1980, with the State of Origin competition, the criteria has been based on which state the player was in a sanctioned competition at the age of 16. Game 3 of the 1980 series was trialled under the new State of Origin concept. Kevin Dann played in Game 2 of the 1980 interstate series, however, was dropped for that match in favour of the returning Graham Eadie, who played in Game 1 of that series.

In 1997, New South Wales, Queensland and New Zealand participated in a round robin tri-series competition, under the Super League umbrella with the two top teams playing off in the final. The State of Origin series was also held in 1997, but run by the Australian Rugby League (ARL), and only ARL Optus Cup players were eligible for selection.
